Fred joined the NWEC staff as a Senior Policy Associate in February 2011 after being a co-founder and board member in the 1980s. He has a background in energy and climate policy, starting with the Oregon Solar Energy Industries Association (now OSSIA) and then at a firm that pioneered energy efficiency program evaluation in the Northwest and nationally. He later formed a database services business assisting nonprofit groups around the country. He has been active in the Sierra Club’s national climate work and was editor of ECO, the daily bulletin of the Climate Action Network at the UN climate meetings. He represents end use customers at the Western Electricity Coordinating Council (WECC) and on technical advisory committees for the Northwest Power and Conservation Council, Western Resource Adequacy Program and WestTEC (Western Transmission Expansion Collaborative).
Presentation: NW Power Council’s 9th Power Plan
Fred’s presentation will focus on the Northwest Power Council’s 9th Power Plan. The Council is developing the draft 9th Power Plan that will come out in late summer and NWEC provides input for the draft plan. The Ninth Plan will have two priority scenarios with a range of sensitivities to be explored: New Resource and Transmission Risk Broad scenario to explore uncertainty around resource availability, resource costs, and transmission availability. Changing Hydro Operations Exploring the implication for power system needs with uncertainty around future hydro operations. This information will be important toward the end of summer 2026 as joint committees develop bills for the 2027 session.
